I think you are 100% correct.

I saw an article a few days ago where a company was being paid to put up sun shields for “people of color”.  Not sure why they excluded white people but it was L.A. so I assume that’s how they got it passed.  But each one was $10,000 and all it was is a tiny bit of shade.   I was scanning comments and interestingly enough everyone posting was either upset at the nonsense or pointing it out for what it was, money laundering.

I don’t think people understand how often this happens.  I would say if you summed up every goverment contract local and federal this probably happens far more often than it does not.
