I think Super Mario 3 is the best in terms of sound effects. It had enough to honor the sounds of the original Super Mario Bros but at the same time, grew from that.
Do voices count because if it does, I gotta throw in the N64 Mario Party games especially if we add in the Wario and Luigi’s “Oh my God!” which was censored outside of Japan. Otherwise, Super Mario Bros. It’s got the most iconic videogame sound effects of all time.
