No Country does, My son has been in the service for 15 years most the time in a Desert Country. I have heard first hand from him and many of those he serves with. The major take away in brief I can relay on is this:
The people of a Nation by enlarge are all good people, they want to go to work, provide for their family, love their children and be left alone to live as they see fit. It is Politicians, Religious Zealots and a few people who are the largest problem.
No Country, No Person should ever be harassed or attack for any reason. But when someone does then they should be met with force either to detain them or neutralize them. If Detained then the penalty should be a Mandatory upon conviction to be carried out in 90 days. (An appeal automatically triggered to be sure all legal proceedings were by the book and no further exculpatory evidence was overlooked. This to be done with all Names removed and sent before a panel of 3 justices for legal proceedings review. When they are finished if they find nothing wrong then carry out the sentence, if there was an issue they can by vote determine if it would have changed the verdict, if no then carry it out, if yes then new trial.
I believe in justice but I also believe the sentence needs to be swift as well.
