Maybe the real difference between the 2 situations is “city planning” vs. more of a free to do as you please in rural life. I am a believer in the Bible and one of it’s tenants is that people are fallible and will always fail at one point or another (which is one of the reasons we need the Lord). So allowing a group of self-serving bureaucrats to choose how others should live (from that perspective) seems foolish and doomed to fail. This is not to say there should be zero rules just that a rule for everything seems a recipe for sadness.
