In need of manpower because of the Dominion War, Starfleet was forced to “modify” the standard for admitting new cadets resulting in generations of graduates lacking the personal and professional perfection of the ones that came before. Sympathetic to the situation, Commander Barclay enlists some of the troublesome misfit graduates for a mission on his ship, as him and former Enterprise bartender Guinan help the young officers overcome their problems and show that even the less perfect among us have something good to contribute to the galaxy.
