House Leaves for Oct Recess without a deal
So on Friday, October 02, we had:
The House has adjourned for October recess so members may return to their districts to campaign ahead of Election Day, even though congressional Democrats have not reached a deal with White House officials for a coronavirus relief bill.
So with no Congress open to take up and vote on any deal, Trump made this statement:

WASHINGTON—President Trump abruptly pulled the plug on bipartisan coronavirus relief talks, saying he was pausing efforts to get more aid to struggling households and businesses until after Election Day, jolting Wall Street and surprising lawmakers of both parties.
“I have instructed my representatives to stop negotiating until after the election when, immediately after I win, we will pass a major Stimulus Bill,” Mr. Trump said Tuesday on Twitter as he dismissed Democrats’ current offer as a bailout of blue states.
Mr. Trump’s announcement took Mrs. Pelosi by surprise, aides said.

Constantly traveling away from Washington (and negotiations)
And who would not pass the relief package UNLESS it also pay for those states/cities who let their cities burn from rioters/looters.
Pelosi had her chance to PASS that relief… AND REFUSED!
The “all or nothing” approach I hope voters see, and vote for the party that HAS the AMERICAN people AT HEART.
